Form W-2, Wage and Tax Statement: Updates and Processing for Year End 2023
As part of a combined effort to provide quality service to your employees, the Interior Business Center (IBC) wants to ensure that each employee’s pay record is accurate and complete prior to the close of the pay year 2023. The instructions for the Form W-2 will provide information related to some taxable and non-taxable income and/or fringe benefits for employees. Please use the additional information found in this memo to assist in supplementing that information.

Please share this information with all impacted employees. The following tax changes were implemented in PP 2023-23. As a result, employees may see a change in their tax withholdings. As a reminder, tax changes are not retroactive to employees’ withholding.

2024 Holiday Schedule for Time and Attendance Reporting
Based on the 2024 Federal holidays, early submission of Time and Attendance Reports for all clients is required for the following pay periods (PPs). The submission must be one business day earlier than the usual time frame. Please take special note of this schedule and mark your calendars accordingly.

2023 Federal Employee Health Benefits (FEHB) Open Season and Terminating Plans
This year’s open season will run from Monday, November 13 through Monday, December 11, 2023. The Open Season Benefits Administration Letter (BAL) 23-401 can be found at Benefits Administration Letters (opm.gov). In this BAL and attachments, the U.S. Office of Personnel Management (OPM) describes the terminating plans and plans that are reducing areas of coverage.

Thanksgiving holiday, November 23, 2023, falls at a critical time in the payroll processing cycle for PP 2023-24. To ensure T&A files are included and processed for PP 2023-24 as a result of the holiday, all pay groups are required to submit amended and current T&A files to IBC early.
