Early Submission and Calculate of Time and Attendance (T&A) Files for Pay Period (PP) 2023-24

SUBJECT:  Early Submission and Calculate of Time and Attendance (T&A) Files for Pay Period (PP) 2023-24


Thanksgiving holiday, November 23, 2023, falls at a critical time in the payroll processing cycle for PP 2023-24. To ensure T&A files are included and processed for PP 2023-24 as a result of the holiday, all pay groups are required to submit amended and current T&A files to the Interior Business Center (IBC) early. It is essential all timekeepers and data processing staff are advised of the importance of following the PP 2023-24 schedule detailed in this memo.

Below are the submission deadlines, with T&A files and personnel actions required no later than 6:45 p.m. Mountain Time, or earlier, depending on the latest release allowed by your T&A solution for T&A file submission:

Clients, listed in the table below*, whose payroll normally calculates on Tuesday night will have an early calculate on Monday, November 20, 2023, the due dates below apply:

  • No later than Friday, November 17, 2023
    • Amended and Current T&As must be submitted/released.
    • Personnel Actions:
      • It is imperative that all agencies complete personnel actions related to the retroactive pay adjustments that have implications related to amended T&A processing such as separation, deceased, leave without pay status, etc.
         
  • No later than Monday, November 20, 2023
    • Personnel Actions:
      • It is imperative that all agencies complete personnel actions that have implications related to current T&A processing such as separation, deceased, leave without pay status, etc.

All other clients whose payroll normally calculates on Wednesday night will have an early calculate on Tuesday, November 21, 2023, the due dates below apply:

  • No later than Monday, November 20, 2023
    • Amended and Current T&As must be submitted/released.
    • Personnel Actions:
      • It is imperative that all agencies complete personnel actions related to the retroactive pay adjustments that have implications related to amended T&A processing such as separation, deceased, leave without pay status, etc.
         
  • No later than Tuesday, November 21, 2023
    • Personnel Actions:
      • It is imperative that all agencies complete personnel actions that have implications related to current T&A processing such as separation, deceased, leave without pay status, etc.

To ensure submissions are received early, it may require changes to release schedules: 

  • Non-IBC supported T&A solutions:
    • Agencies should inquire with their T&A system administrator to see if changes are needed. 
       
  • IBC supported T&A solutions:
    • Quicktime or webTA, administrators will need to review and ensure the Lock/Release or Build and Transfers schedule is changed appropriately for early submission. 
      • Once payroll calculate has been completed, administrators will need to change the schedules back to normal scheduling.
