Updated Versions of the Payroll Users Manual, Casual Payroll Users Manual, Client Interface Guide, Payroll Accounting Guide, and Time and Attendance Guide
On August 17, 2023, the Payroll Users Manual Version 6.4, the Casual Payroll Users Manual Version 4.9, the Client Interface Guide Version 5.16, the Payroll Accounting Guide Version 5.15, and the Time and Attendance Guide Version 4.14 were updated on our website with the August 2023 release information. To see documentation of these changes, refer to the Version Control Record located at the end of each guide/manual.

September 2023 Headcount Report
On July 14, 2023, the Office of Personnel Management (OPM) notified the Interior Business Center to submit, on behalf of our customer agencies, the September 2023 Headcount report. OPM requests the semi-annual Headcount in March and September of each year. This year, the September 2023 Headcount report is due to OPM by September 30, 2023.

Tax Changes Implemented Pay Period (PP) 2023-17 AR, ID, UT, and Localities for PA
Please share this information with all impacted employees. The following tax changes were implemented in PP 2023-10. As a result, employees may see a change in their tax withholdings. As a reminder, tax changes are not retroactive to employees’ withholding.

2023 Fiscal Year (FY) End Processing – DOI FBMS
For the 2023 FY end processing, pay period (PP) 2023-21, the Federal Personnel and Pay System (FPPS) will not produce a split Labor Cost file. The PP 2023-21 Labor Cost file will include payroll costs for fiscal years 2023 and 2024, September 24 through October 7, 2023.

2023 Fiscal Year (FY) End Processing – (Excluding Social Security Administration, Casuals, DOI FBMS)
For the 2023 FY end processing, pay period (PP) 2023-21, the Federal Personnel and Pay System (FPPS) will produce a split Labor Cost file. The file for the current FY will contain payroll costs for the period of September 24-30, 2023, and will use the normal naming convention.

For the 2023 FY end processing there is no cutoff and payments will be processed through September 30, 2023. In pay period (PP) 2023-21, the Federal Personnel and Pay System (FPPS) will produce a split Labor Cost file for the current FY year.

Early Submission of Time and Attendance (T&A) Files for Pay Period (PP) 2023-21
Columbus Day holiday, October 9, 2023, falls at a critical time in the payroll processing cycle for PP 2023-21. To ensure T&A files are included and processed for PP 2023-21 as a result of the holiday, all pay groups are required to submit amendment T&A files to the Interior Business Center (IBC) early.

Applying Restored Annual Leave in Connection with the Termination of the COVID-19 National Emergency and Instructions
Per guidance issued by OPM on May 11, 2023, the COVID-19 national emergency exigency ended on April 10, 2023. The guidance advises that an agency may need to take additional action in connection with the termination of the COVID-19 national emergency on April 10, 2023.
