2025 Fiscal Year (FY) End Processing – DOI FBMS
For the 2025 FY end processing, pay period (PP) 2025-21, the Federal Personnel and Pay System (FPPS) will not produce a split Labor Cost file. The PP 2025-21 Labor Cost file will include payroll costs for fiscal years 2025 and 2026, September 21 through October 4, 2025.

OPM Online Retirement Application (ORA) – Upcoming System Unavailability
The Office of Personnel Management (OPM) will be updating their Online Retirement Application (ORA) beginning at 7:00 p.m. ET/5:00 p.m. MT on Friday, August 1, and continuing through the morning of Wednesday, August 6.

For our IBC customers, the Payroll Operations Division (POD) is offering three FPPS virtual trainings starting this year at no cost: Payroll Leave and Operational Procedures, Payroll Master Update, and Leave Share. Since these trainings are being offered at no cost, sign-up for each virtual training closes on July 25, 2025.

OPM Online Retirement Application
On May 7, 2025, the Office of Personnel Management (OPM) issued a memorandum regarding the Online Retirement Application (ORA). OPM has mandated that the ORA become the exclusive method for new retirement applications, effective June 2, 2025, for all federal agencies serviced by the Interior Business Center (IBC).
