Tax Changes Implemented Pay Period 2026-03: Federal, PR, AR, CA, CO, HI, IL, IN, IA, KY, LA, ME, MA, MN, MS, MO, MT, NE, NM, NY, NC, ND, OH, OK, RI, SC, VT, and Localities in IN, KY, OH, and NY
The following tax changes were implemented in Pay Period 2026-03. As a result, employees may see a change in their current tax withholdings.

UPDATE: Early Submission and Calculate of Time & Attendance Files for Pay Period 2026-01
Per the Executive Order dated December 18, 2025, December 24 and December 26, 2025, have been declared federal holidays. These dates fall at a critical time in the payroll processing cycle for Pay Period 2026-01. As a result of these holidays, all pay groups are required to submit amendments and current Time and Attendance (T&A) files to the IBC, as outlined in the schedule below, which may be early for some agencies.

Annual Leave Restoration Guidance and Instructions for Leave Year 2025
As the end of the 2025 leave year approaches, refer to OPM’s Fact Sheet for guidance and scenarios pertaining to the restoration of annual leave. To reduce manual processing, the Payroll Operations Division (POD) will be utilizing their automated method for restoring annual leave for the 2025 leave year.
