Furloughed Agencies – Time and Attendance Submission Requirements and Processing Information for Interim Off-Cycle Payments
Following the signing of the Continuing Appropriations and Extension Act, 2026 (H.R.5371), the IBC began processing retroactive pay for federal employees who were not paid during the government shutdown that began on October 1, 2025, and ended on November 12, 2025.

2025 Federal Employees Health Benefits Open Season and Terminating Plans
Employees currently enrolled in a terminating health plan, or affected by a plan reducing its coverage area, should make a new valid health benefits election through Employee Express or their Servicing Personnel Office (SPO) during Open Season.
