    Elimination of Hard Copy Checks on September 30, 2025

    On September 30, the U.S. Department of the Treasury is eliminating federal paper check disbursements per Executive Order 14247 “Modernizing Payments To and From America’s Bank Account.”

    Duplicate Net Paycheck Deposits for Westerra Credit Union Customers

    Duplicate net paycheck deposits for Pay Period 2025-18 have been reported for some Westerra Credit Union customers. The issue occurred during Westerra’s processing of the ACH payroll transactions and some transactions were inadvertently posted twice. Please note that the issue is isolated to Westerra Credit Union account holders, and it is not related to the IBC’s payroll processing systems.

    Repayment of 2025 Salary Debts for Former Employees

    The Interior Business Center (IBC) requests your assistance in submitting documentation to the Payroll Operations Division (POD) when former employees repay salary debts that were transferred to Client Accounting Offices (CAOs). This will allow the IBC to process timely updates that reflect repayments to each employee’s 2025 Form W-2, Wage and Tax Statement.

    2025 Fiscal Year (FY) End Processing – Casual Hires

    For the 2025 FY end processing there is no cutoff and payments will be processed through September 30, 2025. In pay period (PP) 2025-21, the Federal Personnel and Pay System (FPPS) will produce a split Labor Cost file for the current FY year.

    2025 Fiscal Year (FY) End Processing – SSA

    For the 2025 FY year end processing, pay period (PP) 2025-21, the Federal Personnel and Pay System (FPPS) will produce a split Accounting Interface file. The file for the current FY will contain payroll cost for the period of September 21-30, 2025, and will use the normal naming convention.

    2025 Fiscal Year (FY) End Processing – DOI FBMS

    For the 2025 FY end processing, pay period (PP) 2025-21, the Federal Personnel and Pay System (FPPS) will not produce a split Labor Cost file. The PP 2025-21 Labor Cost file will include payroll costs for fiscal years 2025 and 2026, September 21 through October 4, 2025.
