    2023 Federal Employee Health Benefits (FEHB) Open Season and Terminating Plans

    This year’s open season will run from Monday, November 13 through Monday, December 11, 2023. The Open Season Benefits Administration Letter (BAL) 23-401 can be found at Benefits Administration Letters (opm.gov). In this BAL and attachments, the U.S. Office of Personnel Management (OPM) describes the terminating plans and plans that are reducing areas of coverage.

    Tax Changes Implemented Pay Period (PP) 2023-22 Locality for CO

    Please share this information with all impacted employees. The following tax change will be implemented in PP 2023-23 for clients listed in the table below. For all other clients, the changes were implemented in PP 2023-22. As a result, employees may see a change in their tax withholdings. As a reminder, tax changes are not retroactive to employees’ withholding.

    Repayment of 2023 Salary Debts for Former Employees

    The IBC Payroll Operations Division (POD) requests your assistance in submitting documentation when former employees repay salary debts that were transferred to Client Accounting Offices (CAOs). This will allow the IBC to process timely updates that reflect repayments to each employee’s 2023 Form W-2, Wage and Tax Statement.
