Matt Coulter has served as a Senior Project Manager with the Department of the Interior’s Interior Business Center since 2020, bringing a strong background in IT, emergency management, and project leadership across both federal and private‑sector environments. A certified Project Management Professional (PMP), Matthew has managed complex initiatives supporting mission‑critical operations and technology modernization efforts. His experience includes working closely with cross‑functional teams, senior leadership, and diverse stakeholder groups to deliver high‑impact solutions.

Christopher D. Gates

Christopher D. Gates is a results-driven Senior Program and Project Manager with over 20 years of experience delivering high-impact transformation programs across the federal government, defense, and aerospace sectors. Recognized for his ability to balance strategic vision with operational precision. He brings a proven track record of delivering complex initiatives on time and within budget by leveraging Lean Six Sigma, Agile, PRINCE2, and PMP best practice –always driving efficiency, risk reduction, and stakeholder alignment.

James Dell’Olio

James Dell’Olio

James Dell’Olio joined the Interior Business Center in December 2015 as a Branch Chief in the Acquisition Services Directorate. In 2018, James moved to the Financial Management Directorate as a FAC-PM Senior Level where he has worked on many projects/programs for both DOI and other federal agencies. Most recently, he has been selected to be the PMO branch chief. In addition to the branch chief duties, he is serving as a COR and AOR for research and development contracts as well as time and material labor-hour contracts for multiple clients. Prior to joining IBC, James spent 25 years as an officer in the United States Army with 13 of those as an acquisition officer, serving as a project manager for an ACAT 1 program as well as a program manager for TS-SCI programs on the Joint Staff. James is COR Level III certified and holds a BS in Civil Engineering from USMA and a MS in Geodetic Science from The Ohio State University.

Jennifer Pigeon

Jennifer Pigeon is a seasoned Senior Project Manager and Certified Scrum Master with 20+ years of federal government experience, including more than a decade leading complex IT modernization initiatives and enterprise system implementations. She has directed high‑visibility projects for the Department of the Interior, DHS, the Federal Retirement Thrift Investment Board, and the Defense Nuclear Facilities Safety Board, consistently delivering solutions aligned with mission and organizational priorities. Jennifer’s expertise includes requirements management, test leadership, and the deployment of CRM, knowledge management, workforce management, financial, and acquisition systems. She is recognized for her ability to lead cross‑functional teams, build consensus among stakeholders, and drive operational efficiencies across diverse federal environments.

Throughout her career, Jennifer has played a key role in shaping strategic planning, enhancing customer experience, and implementing data‑driven process improvements. She excels at translating organizational needs into actionable requirements and guiding teams through full lifecycle delivery using both agile and traditional project management methodologies. Her extensive government tenure provides her with a deep understanding of federal operations, enabling her to deliver solutions that strengthen system performance, improve service quality, and advance program objectives.
