Meet the Team – IBC COR Services Branch

Our Contracting Officer’s Representative (COR) Services staff have the required training, certification, and experience to perform all required COR activities.

Bill Graham

Bill Graham

Bill Graham joined the interior Business Center in October 2016. As the chief of IBC's Financial Management Directorate COR Services branch, Bill manages a staff of five CORs and serves as COR III to ensure seamless operations post-award through contract closeout. Prior to joining the COR Services branch, Bill served as the Change Manager in IBC's Financial Management Directorate Project Management Office. He managed all changes to the software and was introduced to the role of being a COR while providing program management support for the DoD. He managed various procurement actions as both a COR and Change Manager. He majored in chemistry and minored in physics at Duke University. He later went on to get his master's degree in computer science at UCLA.

Sarah Ames

Sarah Ames

Sarah Ames joined the Interior Business Center in November 2023 as a Program Analyst/COR and has served as COR for research and development contracts as well as time and material labor-hour contracts for multiple clients. Prior to joining IBC, Sarah was Executive Director for a regional arts non-profit, managing its programs, budget, human resources and fundraising. She also spent 13 years with IBC’s Acquisition Services Directorate, serving as the organization’s Internal Control Specialist and Audit Liaison. Sarah is COR level III certified and is also a certified project management professional (PMP). She holds a B.B.A in Management and is an American Council for Technology and Industry Advisory Council (ACT-IAC) Fellow.

Ralph Cox

Ralph Cox

Ralph Cox joined the Interior Business Center in August 2024. He first entered federal service in 2004 as a Management and Program Technician for Customs and Border Protection in Chicago, Illinois. Subsequent positions have included Administrative Officer at Peace Corps, Department of Labor, and Department of Justice. He also held positions as a Budget Analyst for Department of State and Headquarters, U.S. Marine Corps. He currently serves as a COR, AOR, and FAOR for multiple awards.

Casie Dingwell

Casie Dingwell

Casie Dingwell joined the Interior Business Center in November 2022 as a Program Analyst/COR III and has since supported various offices and agencies with their contract requirements, including developing solicitation documents to assist with pre-award activities and serving as COR to ensure seamless operations post-award through contract closeout. Prior to joining IBC, Casie served as a Program Analyst for FEMA where she managed various procurement actions as both a COR III and Government Purchase Card Holder, along with completing a 90-day detail as a Contract Specialist. She holds a FAC P/PM certification and a Bachelor of Business Administration (BBA) degree in Business Management, where she graduated magna cum laude from Colorado State University and as part of the Sigma Beta Delta Honor Society.

Amy Maslak

Amy Maslak

Amy Maslak joined the Interior Business Center in August 2024 as a Program Analyst/COR. She began her career in the Department of the Interior in 2004 and previously held positions with the Bureau of Reclamation and the National Park Service. She has served as a COR for multiple award types since 2012, in addition to providing administrative, budget, human resources, and program management support to DOI programs. Amy is a COR, AOR, and FAOR, and her current focus at IBC is working on contracts, cooperative agreements, and other transactions (OT) agreements. She has a bachelor's degree in liberal arts from the University of Missouri – Columbia.

Madvi Puritipati

Madvi Puritipati

Madvi Puritipati joined the Interior Business Center in 2015. Prior to joining IBC, Madvi worked as a Project Manager (PM) and as a consultant, managing project life cycles and contract procurement life cycles in Law Enforcement, Air Force, Finance, Federal Audit and Health Care industries. She has been managing federal contracts as a PM/COR/AOR/FAOR in IBC for last 10 years. Madvi holds a master’s degree in technology management from George Mason’s Costello School of Management. She is Certified Project Management Professional (PMP), ITIL Certified, Senior FAC COR Level III and has presented papers to Project Management Institute Symposium on Agile in Project Management. She has worked with internal and external stakeholders towards project success leading towards meeting the project go-live dates without delays.
