SUBJECT: Rap Back Service Enrollment
As directed by the Office of Personnel Management and the Office of the Director of National Intelligence, the Department is enrolling and implementing the Federal Bureau of Investigation’s Record of Arrest and Prosecution Background (Rap Back) Service.
This service provides a real-time electronic notification of changes to an individual’s criminal record. The Department’s investigative service provider, the Defense Counterintelligence and Security Agency, receives these notifications and forwards them to the individual’s servicing Personnel Security Office for adjudication. Previously, the Department received these notifications through the FBI’s Post Appointment Arrest notifications.
All individuals (Employees, Contractors, Volunteers, and Associates) must undergo a background investigation as a condition of employment and/or to work on behalf of the Department before they can enter on duty. This includes being fingerprinted. The FBI maintains individuals’ fingerprint images obtained through the background investigation to report any criminal activity by personnel to their agencies, specifically any criminal activity that may occur after the completion and adjudication of the required background investigation.
Agencies are required to notify all personnel of their rights concerning the collection and use of fingerprints and the accuracy of the information obtained from the Rap Back continuous vetting process. On October 18, 2023, Deputy Assistant Secretary for Public Safety, Resource Protection and Emergency Services, Lisa Branum, sent a memorandum to all DOI bureau heads regarding the notification requirement. On December 19, 2023, DOI personnel received the notification via the Department’s All Employee Digest.
Enrollment in DOI Talent
As part of the implementation of the Rap Back service, by May 29, 2025, employees must submit the Noncriminal Justice Applicant’s Privacy Rights Form in DOI Talent. The form must be digitally signed and uploaded to DOI Talent.
