Employee Express (EEX) allows active employees to electronically access their Form W-2 Wage and Tax Statement and Form 1095-C Employer-Provided Health Insurance Offer and Coverage. Employees can also use EEX to update their hard copy mailing preferences for these IRS forms. Receiving these forms electronically offers several advantages over traditional hard copy mailing.
Advantages of Receiving Forms W-2 and 1095-C Electronically:
- Opting out of hard copy mailing eliminates any potential risk of identity theft associated with lost or stolen forms during postal delivery.
- Electronic forms can be obtained earlier than hard copy forms.
- Form W-2: Available electronically on January 12, 2026, mailed no later than January 31, 2026.
- Form 1095-C: Available electronically on January 12, 2026, mailed no later than March 2, 2026.
- These forms can be accessed on the secure EEX website anywhere there is internet access.
- EEX contains the last five years of these forms for viewing, printing, or saving.
- Corrected W-2s (W-2Cs) are updated in EEX daily, allowing for quick and easy access to the latest form.
- The electronic Form W-2 provides multiple states and/or localities on a single form.
- Opting out of hard copy mailing is an environmentally friendly choice.
Active employees who would like to opt out of the hard copy mailing option for 2025 and/or future years can easily do this through EEX, their Servicing Personnel Office, or Payroll Liaison. Employees who choose to opt out of hard copy mailing for their Form W-2 or Form 1095-C must provide consent either electronically or via a paper form, as required by the IRS. At any time, employees may resume hard copy mailing.
Employees who separate or retire will automatically receive a hard copy mailed version of their Forms W-2 and 1095-C. Upon separation, Servicing Personnel Offices should ensure FPPS is updated with the employee’s current address.
How to Opt Out of Hard Copy Mailing:
Employees who would like to update their election to receive their 2025 tax forms by electronic means only can do so no later than December 24, 2025. To opt out of receiving hard copy mailed forms, employees have two options:
- Option 1 – Log into EEX at www.employeeexpress.gov.
- Under the Payroll/Personnel menu on the left side, select W-2 Hard Copy On/Off and/or 1095-C Hard Copy On/Off.
- Choose the “Off” radio button and click on the Save button.
- Option 2 – Complete the POD-28: W-2/1095-C Consent or Revoke form.
- Agency Servicing Personnel Offices, Payroll Liaisons, the IBC Payroll Operations Division, or others with access to the ADIN/ADCG commands in FPPS can input the change.
- The employee’s written request form must be retained by the agency or sent to the IBC Payroll Operations Division for document imaging.
If an employee is receiving mailed copies of their Form W-2 and/or 1095-C and they do not want to change their election, agencies should have the employees verify their mailing address in EEX. Address changes must be processed in EEX or by the Servicing Personnel Office no later than December 12, 2025, to ensure timely mailing and delivery of the 2025 tax forms.
Of the active employees across all agencies serviced by IBC's Human Resources Directorate, approximately 57% have opted out of hard copy mailing for their W-2 and 44% have opted out of hard copy mailing for their 1095-C. If you would like to know your agency’s percentages, this information is available in Datamart using the Combine File to query all active employees’ “W2 Mail Indicator.” The Form 1095-C data is not available in Datamart.
