Update: Public Service Loan Forgiveness (PSLF) and Title 5 U.S. Code Student Loan Repayment Program (SLRP)

SUBJECT: Update: Public Service Loan Forgiveness (PSLF) and Title 5 U.S. Code Student Loan Repayment Program (SLRP)


This is follow up to our February 9, 2023, User Group memo “Public Service Loan Forgiveness (PSLF) and Title 5 U.S. Code Student Loan Repayment Program (SLRP).”  The testing we performed, revealed that it is necessary to seek additional guidance from the Office of Personnel Management (OPM) related to the Nature of Action processing capabilities within the Federal Personnel and Payroll System.  On March 1, 2023, OPM advised us that they are researching our questions. 

Next steps:

  • We will continue to pursue a response from OPM
  • Once the additional guidance is received, we will take the following action:
    • Perform additional testing, as needed, to identify an efficient process.
    • We will follow up with a memo with the guidance.  
      • Please note the direction provided in our February 9, 2023, which states ‘We highly encourage agencies not to complete any personnel actions”, is not related to new or future SLRP entitlements.

  • As a reminder per our February 9, 2023, memo, if the user group representatives have a time sensitive question or scenario prior to guidance issued by IBC, please send an email to ibc_psb@ibc.doi.gov with the subject ‘PSLF and SLRP Urgent Question.’
