SUBJECT:  Action Required - Parental Bereavement Leave (PBL) Implementation


Please ensure you share this with your Human Resources offices, timekeepers, administrators, and all other appropriate staff.

This is a follow-up to our user group communication dated April 15, 2022, with the subject “IBC’s Interim Solution for Parental Bereavement Leave.” On that date, client agencies were instructed to code employee Time and Attendance (T&A) records with Administrative Leave (pay code 060) and the associated payroll remark “For Parental Bereavement Leave”. 

As of April 14, 2023, the below new PBL pay codes became available with the 23.01 FPPS and Quicktime releases and are now available for use. Agencies using non-IBC supported T&A solutions, were notified of these new pay codes during the November 30, 2022, meeting titled ‘User Group Walk-Through Meeting - ENHC0036582 Parental Bereavement Leave.’

New Pay Code Description
PB4 Parental Bereavement Leave – Used (1st Occurrence)
PB5 Parental Bereavement Leave – Used (2nd Occurrence)
PB6 Parental Bereavement Leave – Used (3rd Occurrence)
PB7 Parental Bereavement Leave – Used (4th Occurrence)
PB8 Parental Bereavement Leave – Used (5th Occurrence)

Action Required by Client Agencies (no later than pay period 2023-20):

  • For those agencies that utilized the interim solution, we are requesting that agencies submit amended T&As changing the pay code 060 to the applicable above PBL pay code(s).
    • Interior Business Center (IBC) encourages client agencies to utilize IBC’s Oracle Analytics Server (OAS) “Time and Attendance" dashboard to identify employees who participated in the PBL interim solution and will require amended T&As.
      • This query is available in OAS at Dashboards>Components>Time Attendance.
        • Identify those with pay code 060 and the corresponding Payroll Remark “For Parental Bereavement Leave.”
      • For agencies that moved to Quicktime and no longer have access to webTA to process the amendments, you can create an amended T&A for past pay periods without an original timesheet existing.
        • The amended T&A will require the full T&A, including the correction to be entered.
          • These amendments must be certified and transmitted to IBC.   
        • It is essential that amended T&As are processed to avoid any overpayments as the workaround did not monitor eligibility and leave requirements.
