In March and September each year, the IBC is required to provide a Semiannual Headcount Report to the Office of Personnel Management (OPM) on behalf of our customer agencies. The Headcount provides OPM a snapshot of the monies withheld from salaries for participation in the Civil Service Retirement System, Federal Employees Retirement System, Federal Employees Health Benefits Program, and the Federal Employees' Group Life Insurance Program. OPM uses this information when negotiating premium rates and employer contributions for health benefits and life insurance.
Per OPM's Benefits Administration Letter 25-307, the September 2025 Headcount Report is due September 30, 2025. The Payroll Operations Division reconciles, validates, and submits the report to OPM – our customer agencies are not required to take any action.
