Please share this information with all Servicing Personnel Offices and Payroll Coordinators/Liaisons.

On September 30, the U.S. Department of the Treasury is eliminating federal paper check disbursements per Executive Order 14247 “Modernizing Payments To and From America’s Bank Account.”

The Payroll Operations Division notified all recipients of involuntary allotment payments (i.e., child support, private debts, bankruptcies, tax levies, etc.) and assisted these recipients with the transition from hard copy check to EFT distribution – obtaining bank routing numbers, account numbers, and account types.

Agency Action Required:

Employee Notifications: Agencies can execute Datamart OAS queries to identify the employees who are currently receiving hard copy net salary and/or discretionary allotment checks. Impacted employees should be notified and instructed to update their net salary and/or discretionary allotment check destination to Electronic Funds Transfer (EFT) through Employee Express or by contacting their HR office.

Union/Association Notifications: Agencies should notify Unions and Associations regarding the EFT mandate. Please ensure the Payroll Operations Division receives all necessary information to make payment by electronic means. This information should be submitted to Karen Galperin at Karen_A_Galperin@ibc.doi.gov by September 30. Please include the following:

  • ABA Routing Number
  • Account Number
  • Account Indicator (Checking or Savings)
