Fiscal Year Appropriations & IPAC Charges, Trading Partner Agreements, and Leave Accruals

Please share this message with all appropriate offices and contacts at your agency, including anyone who needs to complete a Trading Partner Agreement, as outlined below.

As Fiscal Year (FY) 2026 approaches, the following information is required for processing your Agency and/or Bureau payroll costs, charging payroll expenses, and accessing leave accrual queries in Datamart.


FY Appropriations & Intra-Governmental Payment and Collection (IPAC) Charges:

The FY 2026 appropriations are effective Pay Period 2025-21, September 21 – October 4, 2025.

Agencies and/or Bureaus in Databases 1, 4, or 5: The Payroll Operations Division will process IPAC payroll charges based on the Electronic Funds Transfer (EFT) pay date, which is the second Tuesday following the end of the Pay Period.

  • Example: Pay Period 2025-21 IPAC payroll charges will be processed with the new appropriation on October 14, 2025.

Agencies and/or Bureaus in Databases 2 or 3: The Payroll Operations Division will process IPAC payroll charges based on the EFT pay date, which is the first Friday following the end of the Pay Period.

  • Example: Pay Period 2025-21 IPAC payroll charges will be processed with the new appropriation on October 10, 2025.

Agency in Database 6: The Payroll Operations Division will process IPAC payroll charges based on the first business day of the month.

  • Example: Pay Period 2025-11 IPAC payroll charges will be processed with the new appropriation on October 31, 2025.

FY 2026 Fund and Appropriation Changes


Trading Partner Agreement (TPA):

The Payroll Operations Division utilizes the Treasury IPAC system to charge agencies their payroll expenses. In order to do this, we require that agencies complete a TPA, which describes and outlines the two parties involved (Paying Agency and Billing Agency). Please note that the FY 2026 Fund and Appropriation Changes only lists agencies that will receive an IPAC. Some Bureaus may be rolled up into a parent organization; therefore, that Bureau would not be required to sign a TPA because the parent organization has that responsibility.

  • Example: IN28 is rolled up into the parent organization (IN06) and only needs one TPA from the parent organization.

ACTION REQUIRED BY SEPTEMBER 19:

Please complete the TPA "Paying Agency" information under the "Parties to the Agreement," "Accounting Data," and "Approvals" sections. The agreement should be emailed to Michelle Blackmon at Michelle_D_Blackmon@ibc.doi.gov by September 19. If you have any questions regarding the TPA, contact Michelle Blackmon at 303-969-5649.

Leave Accrual Queries in Datamart:

If you use Datamart to access the Sick and Annual Leave Reports for FY accrual information, please run your queries between September 26 – October 4. 

ACTION REQUIRED BETWEEN SEPTEMBER 26 – OCTOBER 4:

Datamart queries must be performed at the end of processing for Pay Period 2025-20, but before the end of processing for Pay Period 2025-21 (i.e. between September 26 – October 4).
