SDATD Organizational Change

MEMORANDUM

DATE: Tuesday, May 13, 2025
TO: Security and Drug & Alcohol Testing Agency Points of Contact
FROM: Donessa L. Gaspar, Deputy Assistant Director, National Security Division
SUBJECT:  SDATD Organizational Change

Dear Valued Customers,

On May 4, 2025, the Department of the Interior initiative to unify and align its administrative services as outlined in Secretarial Order 3429 has taken place, and we wish to inform you of this significant organizational change.

The Security and Drug & Alcohol Testing Division, previously part of the Interior Business Center (IBC), will now be integrated into the Office of Law Enforcement and Security (OLES). This consolidation is a strategic move that aims to establish a centralized Department-wide approach to personnel security functions, thereby enhancing consistency, efficiency, and the overall quality of service provided. This change will bring about positive outcomes for all involved.

We understand the importance of continuity in our partnership, and we want to assure you that you can expect the same dependable support you have received in the past. A more expansive, mission-oriented team within OLES will now facilitate this support. Our foremost objective is to ensure that this transition occurs smoothly for you, and we are committed to maintaining the high level of service you have come to expect.

The National Security Division within OLES will oversee your personnel security support. I have assumed the position of Deputy Assistant Director for this division and am eager to continue contributing to your mission.

Please contact me directly if you have any questions or wish to discuss our path forward.

Sincerely,

Donessa L. Gaspar
Deputy Assistant Director, National Security Division
Office of Law Enforcement and Security
U.S. Department of the Interior
