SUBJECT: Drug & Alcohol Testing Branch Transition and Updated Points of Contact
On May 13, 2025, you were notified that the Security and Drug & Alcohol Testing Division was integrated into the Office of Law Enforcement and Security (OLES) as part of the Department of the Interior’s initiative to unify and align its administrative services, as outlined in Secretarial Order 3429. In May 2026, the Department determined that the Drug and Alcohol Testing (DAT) program should return to the Interior Business Center, while Personnel Security and Credentialing services would remain with OLES. Following this decision, the IBC evaluated where the DAT program would be best supported and determined that our Human Resources Operations Division (HROD) within the Human Resources Directorate (HRD) was the appropriate fit.
HROD provides end-to-end HR operational support across all HR functions, including position management, staffing, compensation, personnel actions, employee and labor relations, performance management, benefits and retirement counseling, onboarding, and HR systems administration. Aligning DAT within HROD strengthens service integration, enhances coordination with HR operations, and ensures DAT customers receive support closely aligned with their program needs. As the Chief of HROD, I would like to extend a warm welcome to this exceptional team and to our new DAT customers. We look forward to supporting you and are committed to ensuring a seamless transition and strong partnership moving forward.
As part of this transition, we are shifting responsibilities previously held by a single individual to a broader, team-based support model. DAT customers have historically been supported by Alandra Harley-Stuckey, who served as both the Contracting Officer’s Representative (COR) and the Client Advocate. As Alandra will remain with OLES, these responsibilities will now be distributed across the HROD-DAT Support Team, who will provide COR services and day-to-day account support, and the Client Advocates, who will manage budget notifications, Interagency and Service Level Agreements, and new service inquiries. This team-based structure enhances efficiency, improves response times, and ensures you receive support from subject-matter experts. As our teams adjust to these updated workflows, some processes may feel slightly different at first. We appreciate your patience during this transition, and we remain committed to delivering high-quality, consistent service.
HROD-DAT Support Team
This team serves as the initial point of contact for service update requests, provides account summary statistics to customers, and reviews monthly Pembrooke and Quest invoices.

Client Advocates
This team issues budget notifications for the upcoming fiscal year, manages Interagency Agreements (IAA) and Service Level Agreements (SLA)—including G-Invoicing General Terms & Conditions, funding orders, and modifications—and serves as the initial point of contact for new service inquiries.
