IBC Drug & Alcohol Testing Branch Quarterly Newsletter - FY 2023 Q1

FY23 Customer Forum

Thank you to all participants and presenters who attended the FY23 DAT Customer Forum on November 3, 2022. Time ran out before all questions could be answered. This newsletter and others will address some of those questions.

Forum Question: Many of the collection sites we use are in rural areas. Is eCCF available in these locations?

When you schedule a test in edrugtest.com, you have the capability to search for collection sites that are either the most convenient location to the donor or sites that you may have an established working relationship with. eCCF is available at 6000+ collection sites nationwide, but some locations are not able to support eCCF due to lack of local infrastructure or reliable collection volume in the area. Unfortunately, some remote clinic locations do not adopt eCCF capabilities due to the infrequent utilization of the software.

Forum Question: If a donor leaves the collection site before the specimen is collected, will the MRO contact the Agency?

The Urine Specimen Collection Handbook considers the following a refusal to test. The donor:

  • refuses to attempt to provide a specimen
  • refuses to provide a second specimen
  • leaves the collection site before the collection process is completed
  • refuses a direct observed collection
  • refuses to provide an alternate specimen

The collector must notify the agency’s designated representative by a means (e.g., telephone, secure fax, email) that ensures immediate receipt of the refusal notification.
