On December 9, 2025, the Department of the Interior announced the end of the Personnel Actions Freeze implemented on May 2, 2025.
FNext Steps for IBC HR and Supervisors
Following the DOI announcement, IBC HR Operations will begin the process of addressing pending personnel actions immediately.
- IBC HR will reach out to the applicable approving officials or supervisors to verify that all pending personnel actions are still necessary and required.
- Once this verification is received, IBC HR will prioritize and begin processing the pending actions.
Determining Effective Dates of Personnel Actions
The effective dates for all personnel actions will be determined in accordance with OPM policy. Effective dates are contingent upon the following:
- The employee meeting all regulatory requirements.
- The approved personnel action being officially received by IBC HR.
- The action being legally signed by an authorized HR official.
