Oracle has a ready-made "Invoice on Hold" report that can be run as a Concurrent Request. Type "Invoice on Hold" into the Name text field on the Submit Request form and press the Tab key to find the report. Report parameters allow for tailoring the output to user needs.

There are two common causes of System Holds: the distribution line and header are out of balance or the purchase order has been over billed. When confronted with a System Hold on an invoice, review the purchase order and invoice to be sure the purchase order has funding and is fully approved. If an error is found, correct it and re-initialize the invoice.

The Due Date Calculation process lets agencies use the later of the Invoice Received Date or the Goods/Services Acceptance or Receipt Date as the basis for determining the due date on payment schedules. This process also considers Invoice Returns, the Constructive Acceptance Date, and original due dates that fall on a weekend or holiday. IBC Production Control runs the Oracle Due Date Calculation just prior to processing daily Treasury Payment Batches.

The IBC recommends using the Standard Invoice Aging option in the Aging Period Name parameter.
