Incumbents Awarded Contracts
IBC has awarded Quest Diagnostics the laboratory contract and Abbott the contract covering collections and medical review officer services. There is an award year with four option years. The Contracting Officer’s Representatives are alandra_r_harley@ibc.doi.gov and alison_f_stockdale@ibc.doi.gov.
Employee Question: Why was I, and many of my co-workers, randomly tested so close to retirement?
Because it is random test.
Long answer: Random methodology should not consider an employee’s impending retirement, length of service, or how many times they’ve tested recently. Random Testing is a system of drug testing imposed without individualized suspicion that a particular individual is illegally using Schedule I and II drugs, and may either be:
- Uniform--unannounced testing of testing designated employees occupying a specified area, unit or position.
- A statistically random sampling of such employees based on a neutral criterion, such as social security numbers (taken from https://www.samhsa.gov/sites/default/files/model-plan-dfwp-jan-2023.pdf).
Helpful Info to Tell Your Donors
When you arrive: Tell the collection site you are there for a federal drug test. Show them the barcode information provided on your ePassport. If you failed to print out the ePassport, provide the # underneath the barcode (if you scheduled an ePassport).
Keep: A copy of the Federal Custody and Control Form you are given at the site.
If you encounter any difficulties, provide your contact info and/or Abbott/Pembrooke’s # at 877-284-2990.
Be prepared: The collection may take up to 3 hours or longer depending on the site’s capabilities/patient load. Try not to consume more than 40 ounces of fluid within 3 hours of testing if possible.
Bring: A photo ID to the site and be prepared to provide a urine specimen.
Don’t bring: A list of medications or money to pay for the test.
