As of May 4, 2025, the IBC’s Security and Drug & Alcohol Testing Division was realigned from the IBC to the Department’s Office of Law Enforcement and Security (OLES).

The National Security Division within OLES will oversee personnel security and drug & alcohol testing support. Resources for our customers will remain on IBC’s Customer Central website until further notice.

IBC Collection Site Update - June 2023

The Interior Business Center Collection Site has updated protocols consistent with CDC updated guidance. 

  1. Check the CDC Community Level for Washington, DC before sending donors. Red community levels still result in mandatory masking. Mask wearing is strongly encouraged in the Collection Room at 1849 C Street NW in Washington, DC.
  2. Collection Site hours: Tuesday-Thursday 7 a.m.-12 p.m. Do not direct donors to arrive after 12 p.m. or on Mondays or Fridays.  
  3. Schedule tests in https://edrugtest.com as eCCF choosing the IBC Collection Room as the collection site. Provide your donor with the ePassport.  
  4. Send only two donors per hour.
  5. Breath Alcohol Testing services are currently unavailable.
  6. Donors will be asked during the collection process to flip up their mask to ensure no items are concealed that could affect the collection.  

If you have DC-based donors that need to be tested that exceed IBC’s capacity, direct your donors to the other collection sites located in Washington, DC using eCCF.
