PMB’s ESP is a workforce tool to help you fill temporary workforce needs. Your first step is to identify your need for a skilled, experienced worker, what that person would do, how their progress would be measured, the timeframe in which you want to engage them, and the funds you have available for the resource
The NGO Resources & Points of Contact section on this site has links to NGO website(s), contact(s), and other relevant information to help NGO(s) recruit candidates for your project, administer payroll, and provide other support for the enrollee(s) you select. You must indicate your choice of NGO in your PMB ESP Statement of Work (SOW).
Please use ONLY the version downloaded from this site. No other version of this form will be accepted. In it, respond to all questions (include milestones/measurable goals for your project) and select an NGO. For approval, the form must be fully completed and signed. If not, it will be returned to you. Email the completed SOW to AQD_PMB_ESP@ibc.doi.gov. Once approved, the SOW will be sent to the NGO you have chosen.
The NGO will fill out the PMB ESP Position Description and the PMB Financial Assistance Technical Representative (FATR) will complete the PMB ESP Cost Estimate based on the requirements in the SOW. These forms can be found in the NGO Resources & Points of Contact section of this site under NGO Forms, Templates, and Guidance. The selected NGO will create an ESP Project Application in GrantSolutions (GS) for your project.
After the selected NGO has created an ESP Project Application in GS, and provides the GS application number, the PMB FATR will complete the ESP Project Application Forms for the selected NGO. The only two forms needed at this stage in the process are the PMB ESP Cost Estimate (located in the NGO Resources & Points of Contact section of this site under NGO Forms, Templates, and Guidance) and the PMB ESP Compliance Certification (located in the DOI Resources & Points of Contact section of this site under DOI Forms, Templates, and Guidance).
IBC AQD will complete the filing process for your ESP Project Application and prepare the Notification of Award. This will occur after the PMB ESP Compliance Certification is submitted, funding is received, and IBC AQD completes a merit review. Funding should be provided in accordance the applicable process for your PMB Customer Office.
Obligate the funds needed for your ESP project by following your existing internal PMB Customer Office process for obligating and submitting funds. This step should begin soon after an approved Funding Memo is generated for your ESP Project Application in GS. Otherwise, your project may be delayed. GS will create an approved Funding Memo in response to input provided during to processing of the ESP Project Application created by the NGO.
When the NGO receives the Notice of Award and can access funds, they will start recruiting candidates and may consult with you. The NGO will then provide a list of most qualified candidates for you to consider.
Interview candidates and select your enrollee(s); set a start date for your enrollee(s) in cooperation with your chosen NGO.
Start your PMB ESP on-boarding process as soon as possible to avoid losing project time! To onboard your enrollee(s), contact your applicable Servicing Human Resources Office (SHRO) point of contact to initiate the onboarding process. Visit the OneInterior DOI SHRO SharePoint site to locate the SHRO assigned to your PMB Office.
