Year End Preparations

Greetings Aviation Vendor,

This is a reminder that the Federal Government's fiscal year ends each September. This year, the Department of the Interior will be modernizing its financial system. This modernization will improve the user experience and strengthen system security. This process will result in a slightly longer system downtime than agencies normally experience at year-end close. We are making every effort to minimize the impact and ensure that payments in October and November can be made as close to our normal timing for a standard year-end close. 

Important dates that impact you, as a user of the AIRS portal: 

  • September 13: Deadline for adding new AIRS users or unlocking existing accounts. No changes can be made until AIRS connects to the new system on November 1.
  • September 24: Last day of full Help Desk access. After this date, we will only provide general view-only assistance. We will not be able to modify AURs or their statuses. 
  • October 23: AIRS portal will go offline at the end of the day. 
  • November 1 (estimated): AIRS portal and full Help Desk functionality will resume, now integrated with the new financial system. Note that some older AURs may be archived and no longer viewable through AIRS.

In preparation for this system interruption, it is strongly encouraged that you: 

  1. Establish or Re-access AIRS Accounts Immediately
    1. Ensure that all users who will need access in September, October, or November have their AIRS accounts set up or re-accessed.
  2. Submit AURs and Invoices Promptly
    1. Create and submit AURs in AIRS and invoice in IPP as soon as funding is available.
    2. Ensure AURs are submitted, and corrections are completed no later than October 23.
    3. Be accurate and thorough with the AMD-23/AQD-23E forms, AUR records, and IPP invoices. Inaccuracies or incomplete submissions may cause delays.
  3. Use the New AQD-23E Form 
    1. A new AQD-23E form will be available soon. When available, it will be found here
    2. This form may be necessary if the AIRS downtime extends beyond the planned schedule.
