Subject: A message from the IBC Director – Executive Leadership Updates
I want to take this opportunity to connect and let you know about some recent changes to our IBC executive leadership team.

First, I am delighted to welcome Steven R. Brand, who is joining the Interior Business Center as Deputy Director. As IBC’s Deputy Director, Steven will be providing executive leadership to drive efficient and effective operations across our shared service areas of assisted acquisition, financial management, and human resources/payroll.
In more than two decades of public and military service (U.S. Marine Corps), Steven served in several senior leadership roles. He joined IBC from the Department of Energy, where he served as the Deputy Chief Information Officer for Resource Management. In that role, he led OCIO’s financial management, human resources, and acquisition functions.

As many of you already know, Julie Bednar, IBC’s Human Resources Associate Director will retire on April 30, after 34 years of federal service. I am excited to announce that Keith O’Neill has been selected as the new Associate Director for Human Resources.
Keith is joining us from the U.S. Coast Guard where he served as the Head of the Contracting Activity. Prior to this role, Keith was with the IBC as the HCA and Associate Director for Acquisitions Management in Herndon, VA from 2012 to 2021.
Keith will be assuming his responsibilities the week of February 9. At that time, Julie Bednar will transition to an executive Senior Advisor.
