Federal Benefits Open Season Information

Open Season ended Monday, December 12, 2022

The 2022 Federal Benefits Open Season ran from Monday, November 14, 2022, through Monday, December 12, 2022. During this period, employees had the opportunity to enroll, change plans or plan options, change enrollment type, or cancel enrollment for the Federal Employees Health Benefits (FEHB) Program and the Federal Employees Dental and Vision Insurance Program (FEDVIP). *** Employees also had the opportunity to Re-Enroll or Newly Enroll in the Federal Flexible Spending Account (FSAFEDS) Program. ***

For 2022, the Federal Benefits Open Season covered the following benefit programs:

If you have lost or forgotten your Login ID and/or password you must request one as soon as possible in order to finalize your election no later than 11:59 p.m. Eastern Time on December 12, 2022. To ensure your password/login is active, we recommend you test your current login/password prior to Open Season.

Open Season Changes

There are a few changes to the federal employee benefits program this year, and immediate action is required in order to ensure continuous coverage for employees affected by these changes. Specifically, several health benefits carriers are terminating their participation in the FEHB Plan. Therefore, depending on your current carrier's participation in 2023, you may need to elect a new health benefits carrier during this open season. In the event that your current carrier is not participating in 2023, your failure to elect a new carrier will result in being placed in the lowest cost plan as determined by the Office of Personnel Management.

FEHB - Health Benefits 

  • Changes and new elections are effective on January 1, 2023.
  • Open season changes must be made online through Employee Express.

FEHB: Continuing the Going Green Initiative

  • Paper copies of health plan brochures will not be mailed automatically to FEHB program members. Copies of all FEHB plan brochures are available on the OPM plan information website.
  • Your current health plan provider will mail you a notice about their Open Season package, highlighting updates to the plan and information about how to obtain the full plan brochure. 

FEDVIP - Supplemental Dental and Vision

FSAFEDS - Flexible Spending Accounts 

  • Your FSA elections are effective on January 1, 2023.
  • Enroll in the Flexible Spending Accounts.  
  • REMEMBER - Current participants must Re-Enroll.  
  • Carryover has been adopted for Health Care and Limited Expense Health Care FSAs. Participants who have enrolled in one of these FSAs in 2022 will be able to carry over all unspent funds from 2022 into 2023 providing participants re-enroll for the 2023 benefit period.
  • The minimum election for each type of flexible spending accounts is $100 for the 2023 Benefit Period.
  • The maximum annual election for a Health Care Flexible Spending Account and the Limited Expense Health Care Flexible Spending Account is $3,050 for the 2023 Benefit Period.
  • The maximum annual election for a Dependent Care Flexible Spending Account is $5,000. There is no carryover for this account, but there is still a grace period until March 15, 2023.
